Kano govt unveils five-year framework to transform rural communities

The Kano State Government has unveiled a five-year Strategic Framework for Integrated Rural and Sustainable Community Development aimed at reducing rural poverty, improving infrastructure and strengthening service delivery.

Gov. Abba Kabir-Yusuf unveiled the framework on Tuesday at the Kano State Rural and Sustainable Community Development Summit (RUSCOD-2026).

The summit themed: “Pathway for Partnership Towards Sustainable Rural and Community Development in Kano State”.

Represented by the Deputy Governor, Alhaji Murtala Sule-Garo, the governor said the framework reflected his admi istration’s resolve to ensure that rural communities were fully intergrated in to the state development agenda.

He said sustaiable rural development remained vital to achieving inclusive economic growth,social advancement and environmental sustainability.

Accordint to Kabir-Yusuf , the state’s economic prosperity depends largely on the productivity of rural communities ,where agriculture trade and small scaleenterprises continued to provide the main source oflivelihoods.

He aknowledged that in spite considerable government investments in infrastructure ,healthcare,education,agriculture ,rural electrification and water supply many rural communities continued to face developmental challenges that requjred sustained attention.

He identified inadequate infrastructure, limited access to quality healthcare and education, unemployment, climate-related concerns, insecurity and poor water and sanitation facilities continue to hinder rural development.

“These challenges call for thoughtful planning, prudent investment and stronger collaboration among government, development partners, financial institutions, the private sector, civil society organisations, traditional institutions, women and youth groups as well as the communities themselves.

“No single institution possesses all the resources or expertise required to address these challenges alone,” he said.

The governor reaffirmed his dministration’s commitment to fosteringan enabling environment that would encourage partnership capable of accelerating sustainablerural and community development across the state.

Earlier, the Commissioner for Rural and Community Development, Alhaji Abdulkadir Abdulsalam, said the framework was the first integrated rural development plan covering all the 44 local government areas and 484 wards in the state.

He said the framework was developed using data collected from more than 300 communities and 9,000 households across 36 rural local government areas.

He explained that, the evidence framework would serve as a guide for policy formulatiin,budget planing and project implementation between 2026 and 2030.

Abdulsalam said the framework targeted a 40 per cent reduction in rural poverty by 2030 through interventions in healthcare, education, agriculture, infrastructure, water, sanitation and hygiene (WASH), rural roads, social protection, security, governance and climate resilience.

He explained that the implementation would be carried out in phases, beginning with institutional strengthening and baseline studies in 2026, followed by quick-impact projects in 2027, infrastructure expansion by 2026 and consolidation of community ownership by 2030.

The commissioner added that funding for the plan would come from the state and local governments, federal interventions, development partners, philanthropic organisations and community contributions.

Also speaking, the Emir of Kano Alhaji Muhammadu Sanusi II, described the summit as timely initiative.

Sanusi, represented by the Emir of Karaye, Alhaji Muhammad Mahraz-Karaye, he urged the government and stakeholders to prioritise agricultural transformation, skills acquisition and healthcare.

“Rural infrastructure, security and effective implementation of development policies to improve the living conditions of rural dweller” he said

The Emir of Kano, Karaye, Rano, Gaya and other traditional rulers, representatives of the Deputy Senate President, development partners and other stakeholders were in attendance .
