ASUU Demands Immediate Implementation of 2025 FGN-ASUU Agreement, Threatens Strike

The Academic Staff Union of Universities (ASUU), Yola Zone, has called for the immediate implementation of the 2025 Federal Government–ASUU Agreement by affected state governments, warning that continued failure to honour the agreement could trigger industrial action.

The union made the demand during a press conference in Yola, the Adamawa State capital, on Monday, stating that it was no longer willing to tolerate what it described as repeated unfulfilled promises over the implementation of the agreement.

Addressing journalists, the Zonal Coordinator of ASUU Yola Zone, Comrade Dani Mamman, lamented that the Nigerian university system was once again being pushed to the brink due to the failure of state governments to honour agreements reached with the union.

According to him, the continued silence and neglect by the authorities had become unacceptable.

Mamman specifically condemned the refusal of the affected state governments to implement the Consolidated Academic Tools Allowance (CATA), Professional Allowance, and Earned Academic Allowance (EAA) for academic staff of Adamawa State University, Mubi; Borno State University; Taraba State University, Jalingo; and Yobe State University, Damaturu.

He also criticized what he described as the general failure of state governments to give the university system the attention it deserves.

> “A negotiated agreement is not a decoration. It is a binding commitment. When government signs or concludes negotiations with a union, it is morally and administratively expected to implement what has been agreed upon,” Mamman said.

He added that the continued failure to implement the 2025 FGN-ASUU Agreement demonstrated a profound disregard for the principles of collective bargaining and reflected a lack of commitment to the survival of public universities in Nigeria.

According to him, the non-implementation of the agreement is unfair, discriminatory, and demoralizing, stressing that academic staff in the affected universities perform the same responsibilities as their counterparts across the country, including teaching, research, mentorship, community service, student supervision, examinations, curriculum development, accreditation support, and administrative duties.

“Yet they continue to be denied their legitimate entitlements,” he said.

Mamman noted that the situation had created unnecessary tension in the affected universities, emphasizing that lecturers were not asking for charity but demanding their legitimate rights.

“We demand respect for labour, fairness, and the comprehensive implementation of the 2025 FGN-ASUU Agreement,” he stated.

The union further declared that the current situation was no longer acceptable, insisting that the non-implementation of the agreement and outstanding allowances must be addressed without further delay.

ASUU therefore demanded the immediate implementation of the Consolidated Academic Tools Allowance (CATA) in Adamawa State University, Mubi; Borno State University; Taraba State University, Jalingo; and Yobe State University, Damaturu.

The union also called for the payment of all outstanding arrears arising from the non-implementation of negotiated entitlements and urged governments to respect collective bargaining as a fundamental principle of industrial harmony.

Our correspondent reports that ASUU Yola Zone has on several occasions raised similar concerns. Although the union acknowledged that a few aspects of the agreement had been implemented, it maintained that the major issues remained unresolved, with little impact on the welfare of its members.
