Ali Isa Abdullahi: The Ideal Deputy Governor for a Recuoping Borno

In the quest for effective governance, the choice of a deputy is never merely ceremonial; it is a strategic decision that can make the difference between vision and execution. As Engineer Mustapha Gubio prepares to lead Borno State into its next chapter, one name stands out as the perfect complement to his transformative agenda.

Ali Isa Abdullahi. With a career steeped in humanitarian service and financial prudence, an intimate knowledge of Borno’s terrain, and a character forged in integrity, Abdullahi, popularly known as (Ali SEMA), offers everything needed to keep the government’s wheels turning from day one.

His journey is one of quiet dedication and relentless service. Hailing from Biu Local Government Area in southern Borno, he began his career as an Audit Assistant in 1991. Over more than three decades, he rose through the ranks to become Chief Administrative Officer (Audit) and, in 2017, was appointed Assistant Director of Administration at Government House.

But it was his tenure as Director of Research and Statistics at the Borno State Emergency Management Agency (SEMA) and subsequently as its Acting Director General that truly defined his calling. In this role, Abdullahi has been at the forefront of Borno’s humanitarian response, overseeing the distribution of relief to thousands of families across Borno, supervising support for rescued individuals, and coordinating assistance for returning refugees.

He has also led rapid assessments in flood-affected communities, documenting damage to houses across affected LGAs. These are not desk jobs; they are boots-on-the-ground operations that have taken him to every corner of the state.

Just as Mustapha Gubio earned his stripes as Commissioner for Reconstruction, Rehabilitation, and Resettlement, he spearheaded the restoration of schools, healthcare facilities, and essential services in conflict-affected areas. Ali Abdullahi Isa has walked the same path, though from the humanitarian angle. While Gubio rebuilt infrastructure, Abdullahi has been on the ground delivering aid to the very communities Gubio helped restore.

This is no coincidence. Together, they form a leadership tandem with unmatched first-hand knowledge of Borno’s nooks and crannies. Abdullahi does not need a map to understand the needs of Gwoza or the challenges of Kukawa, nor does he need to be told that, of Chibok and Marte, he has been there, assessed the damage, and delivered the solutions.

This is the kind of experiential wisdom that cannot be taught in any boardroom; it is earned through years of direct engagement with the people.

For a government that must “keep the ground running,” this synergy is invaluable. Gubio knows where the roads, schools, and clinics need to be rebuilt; Abdullahi knows the human faces behind those needs and how to deliver swiftly and transparently. Their combined expertise ensures that reconstruction, rehabilitation, human capital development, education, healthcare and economic diversification are not abstract policies but lived realities for the people of Borno.

In a profession where trust is the most precious currency, Ali Abdullahi Isa has built a reputation for integrity that precedes him. His career trajectory from Audit Assistant to Chief Administrative Officer (Audit) to Director of Research and Statistics speaks to a man who understands the weight of public trust.

Governor Babagana Umara Zulum has made a good choice in appointing Abdullahi as Acting Director General of SEMA. That endorsement from a leader known for his own exacting standards is telling. Abdullahi has consistently demonstrated that he is not just competent but also dependable.

In a state that has faced years of insurgency, displacement, and natural disasters, Borno cannot afford learning curves. It needs leaders who already know the terrain, have earned the people’s trust, and can hit the ground running from day one. Ali Isa Abdullahi is that leader.
